Straighten it, crop away the table it was lying on, lift the contrast, and shrink the file so it will actually send on a slow connection.
This one never leaves your phone. There is no upload here — the picture is opened, changed and saved by your own browser, and this page has no way to send it anywhere. You can turn off your connection after the page loads and it still works.
Why this makes a difference
A photograph taken at an angle, in a dim room, on a patterned table is harder to read than the same document photographed flat with the page filling the frame. Cropping to the page and lifting the contrast is usually the whole fix.
Nothing here changes what a document says. It changes how legible the picture of it is.
